Executive Summary – The State of Virginia has a 2.2 billion dollar budget deficit. The state troopers went on a ticket blitz a week ago issuing all these tickets. Some of these tickets had a fine of $2500 associated with it. I expect they told the troopers that they would be facing layoffs if they did not get into raising money this way. They want to show the legislature they can generate a profit.
The troopers have adapted a them and us mentality and can care less about doing a horrible thing like this. Imagine the TV show Chips from the 1970’s. They call the Highway Patrolmen into roll call and the sergeant says: Ok you jerks need to get going with the tickets or we are going to be facing layoffs. So get out and write citations all day long. Forget preventive patrol, forget looking for drunk drivers, and forget roadside assistance just write tickets. Imagine the cops from ADAM 12 coming back from patrol and the sergeant says ok Malloy how many tickets did you write? What just 14 are you crazy? You are going to get us all fired. Now put in three hours of overtime and I want to see another 14 tickets or else you might be delivering for pizza hut. Think the cops don’t talk like this wrong.
Look at this video below. A NYPD officer talks about arrest quotas being imposed on them and they are arresting innocents. He even tape-recorded the sergeant threatening the police with job loss for not writing enough tickets and getting enough arrests. Also summons (tickets) quotas are being imposed. Think the FBI might investigate them for civil rights violation? Don’t hold your breath.
