Executive Summary - The Stop Tax Haven Abuse act was basically being driven by a Sen. Levin with the support of Obama. The proposed legislation was absurd with unconstitutional presumptions of guilt and protectionist overtones against 34 countries. Senate Finance Committee Chairman Max Baucus is circulating a competing piece of legislation that basically does nothing except increase some penalties for not reporting offshore accounts. The penalties are not severe from the sound of it. This is not a significant piece of legislation and does not advocate trying to play world tax policeman.
This is a rebuttal piece of legislation to show that they are doing something. Senate Finance Committee Chairman Max Baucus must approve any piece of legislation for it to leave committee and travel onwards towards becoming a piece a law instead of being a proposed law. Mr. Baucus does not support the Levin Stop Tax Haven Abuse Act bill so it seems to be dead in the water in the senate fiancé committee. Sen. Levin has not much weight in the senate or in that committee.
Summary - Interestingly enough Switzerland, Austria and Luxembourg are holding their own summit to discuss how they can counter the anti-tax haven noise coming from the UK and Germany. The USA after having just wrecked the worlds financial systems probably had some afterthoughts about blacklisting some 34 countries. The net effect of this would be to drive these 34 countries off the US dollar in their banking thus reducing demand for USD. This would be devastating for the USA who is trying to hold on by their fingernails. Switzerland, Austria, Luxembourg, Hong Kong and Singapore control trillions of USD. Would have been a harsh and possibly fatal blow to the USA economy. It will perhaps take a little longer for the politicians in the USA to realize they are flat broke and in dire straits.
This is not a time for them to be troubling the world economically as Bush did with monitoring of wires, confiscation of what they considered to be suspicious funds passing though correspondent banks in the USA against the terms of various international treaties etc. If you have not yet gotten your funds out do so quickly. The Obama administration is not to be trusted. If he loses his tax haven attacks he will probably just resort to straight up tax increases leaving citizens bankrupt with the only people surviving being those on government assistance or working for a government.
