There are a number of reasons why a complaint can be filed. You can file based on fraud, misrepresentation of facts and circumstances, failure to disclose relevant facts, and generally the things you would file on in your home country.
The Board of Real Estate is contained within the Ministry of Industry & Commerce. They will also take a complaint about an unlicensed person operating as a licensed real estate broker.
It is interesting to see the licenses that were sanctioned or revoked.
Panama has two private real estate associations that are sort of like a better business bureau. Some belong and some don’t, perhaps 10-15% are members of one of them. They may take some action against the realtor or not. They cannot do anything to his or her license, nor can they insist they return money to you. If they feel the realtor broke their rules they could sanction the realtor or drop them out of the association. These entities are: ACOBIR and UNACOBIN.
Filing of lawsuits is of course different and separate form filing complaints with the government. One can also file a criminal compliant with the police regarding criminality committed by a realtor.
