Introduction - Now in Panama a citizen, Permanent Resident or Pensionado can own a pistol, shotgun or center fire rifle. The center fire rifles are no longer sold new, one must buy one that is grandfathered in under the previous laws but they are transferable. Centerfire rifles are considered military arms by Panama. If you have the permission to buy the firearm you can carry it concealed. The process of getting permission to buy the gun is simple involving a blood test and a urine test and submitting for a background investigation. Time frame is about 4-12 weeks depending on how backed up they are.
The Rationale - The reasoning behind the new law is to reduce crime. This is a typical rationale but there is no jurisdiction anywhere that ever reduced their crime statistics by tightening controls over firearms, in fact the exact opposite is true. When people are allowed to freely own and carry firearms the crime decreases. Panama has been experiencing rising crime rates in the past year. Some say this is due to immigration policies allowing some people to freely come in to Panama. They then can flee back to their country after perpetrating crimes and enjoy a safe haven in their home country that will not extradite. This is just heresay rumour, we do not really have a serious study to support this statistically. In our law firm we notice that 25% as a minimum of the immigration people we talk to are concerned about gun rights in Panama. This may discourage immigration if the law goes through.
Is This a New Law Yet? - No. Merely proposed. Laws seldom complete as they are first submitted. It is a comprehensive law no doubt following UN guidelines.
General Highlights of the New Law:
Here is another big time gun control clause. You cannot carry the gun in the following places: churches, bars, restaurants, discos, theatres, parks, government property, schools, hospitals, celebrations, meetings, concerts, or events with a group of persons. This is in some jurisdictions used to deny the carrying of the weapon in or about a city, the malls, shopping districts etc. So you can have the gun and carry it but where.
